“林昭?那是谁?”
如果不是5年前在和朋友聊天时偶然问到这个问题,胡杰根本不会和这位40多年前死去的、与他毫无关系的女性产生什么联系。
他也不会想到,这个简单的问题,寻找“答案”的过程却日渐漫长,以至于他不得不辞去公职,将其作为一个“个体事业”。5年里,在对80多人的寻访过程中,他倔强、百折不挠地坚持着,使许多紧闭了几十年的嘴终于张开———关于林昭,他们甚至对家人也很少提起。胡杰越来越认识到:找回林昭,重新审视她所生活的那个时代,“对于今天的我们,绝对是一种精神财富”。
林昭生活的时代已离我们远去了。对于中国的青年一代,仅仅过去不到半个世纪“反右”时期,似乎已成为一个“不曾存在”的时代。在他们的印象中,它甚至不如“秦始皇”和“唐太宗”那样为人所熟悉。
然而历史总是要顽强地呈现出本来面目。冥冥之中,飞机机械师出身的胡杰,像组装上万个飞机零件一样,重新组装这段历史,重现那个被人遗忘的杰出的中国女性。
这笔“财富”,现在以一部纪录片的形式,被无数人默默传看着,虽然它还尚未完成,还在不断地补充新的材料,不断地更新。纪录片引出泪水、震惊、愤慨和无尽的沉思。
林昭边笑边轻声告诉我:“我已经参加了组织……”
林昭被枪杀时,胡杰只有10岁。他那时是一名在学校里高喊口号打倒老师的“红小兵”。
“打倒反革命———”
胡杰握紧拳头,向天空挥舞着。他那时根本不知道什么人是“反革命”,这三个字又代表了什么。如今再次回想当时的场景,他觉得可笑又无奈。林昭就在被小胡杰要“打倒”的那群人之列。但在今天的胡杰看来,她的一生,却是最最坚定、最最“革命”的。这种革命精神,在她十几岁,面对国民党的腐败统治时,便已萌发。
在胡杰寻访到的一份林昭的档案中,有这样一段她家庭及历史情况的简略描述:
母系苏州民革委员、政协委员,早年参加共产党,后又参加国民党,抗战时期偕同林昭一起坐过牢;父系伪官吏,反革命管制分子,管制期间畏罪自杀。
这并非林昭家庭所有成员的实际情况。林昭,本名彭令昭,1932年生于苏州。
她出生前5年,她的舅舅许金元,大革命时期中共江苏省的负责人,1927年“四·一二”事变中遇难,尸体被沉入长江。
母亲许宪民,自16岁便在哥哥影响下投身革命。1946年,在史良的支持下,许宪民参加国民党伪国大竞选,并当选。在一系列有利身份的掩护下,她资助共产党地下电台的建立,提供收发电报的场所,并帮助地下党进行策反活动。
林昭的父亲彭国彦,早年留学英国。1928年在国民政府举办的第一届县长考试中获第一名,随后被任命为苏州吴县县长。因为政清廉,不擅逢迎,只任两届便赋闲在家。日本投降后,他又任中央银行专员,按例可免费分得镏金一块,他却认为是不义之财,坚决拒收。
“那个时期,这个家庭的情况非常有代表性。”胡杰说,“妈妈瞒着家人暗中帮助中共地下党;父亲虽然表面不声不响,但多次为中共地下党人开脱罪名;而他们的大女儿,虽然表面上在苏州教会学校上学,可暗地里也在做着同样的事。”
那时的林昭只有十五六岁,她依靠自己的辨别力,不仅积极猛烈地反抗国民党的腐朽统治,而且在那个“黑暗的时代”里,找到了照亮前进道路的“火炬”。
她的一位中学同学向胡杰描述了这样一个场景:
1948年9月的一天,令昭忽然来到我家,上楼进了我的房间。来不及坐下,她就说有事要告诉我,我问什么事?于是她就靠在我那扇房门旁,边笑边轻声告诉我:“我已经参加了组织……”
这位同学注意到,林昭那天头发经过整理,发辫上扎着红绸带,上身穿着雪白的府绸衬衫,下面是蓝底白点的裙子,那双皮鞋也很光洁,她的眼睛光亮,脸上泛起红晕,整个人换了一副样子。
这位同学立刻欣喜地小声说:“我也参加了组织。”
那一天,两个年轻人面对面,兴奋地交谈着。两个人都面泛红光,心情异于平常。
没过多久,彭令昭的名字出现在了苏州城防司令部的黑名单上。为保存实力,地下党组织黑名单上的人紧急转移。但林昭没有参加这次撤退。从此,她与地下党断了联系,也失去了那分好不容易得来的“荣誉”。
“我一定要争取再次入党。”带着悔恨和自责,林昭在解放前夕报考了中国共产党成立的第一所学校———苏南新闻专科学校。这个纯洁的愿望,再也没能实现。
那一年,她17岁。出于对时局的担忧,许宪民要求林昭出国留学,或报考北大。面对母亲“出去了就别再回来”的气话,林昭立下了“生不往来,死不吊孝”的字据,并把自己的父姓去掉,改名“林昭”,以示决绝。
“大约我们这类人参加革命,不着着实实碰几下钉子不会好”
一年多后,林昭参加了土改工作队。幸运地,胡杰找到了林昭当年的朋友倪竞雄,从她保存的部分林昭的信中,了解到林昭当时对新生的祖国和政权的热情拥护与赞扬。
“土改,谁都知道,是巩固祖国的一个重要环节,我们的岗位是战斗岗位,这样一想,工作不努力,怎么对得起党和人民。”
“现在我真是一无所求,就是对家庭的感情也淡多了。我心中只有一颗红星,我知道我在这里,他(毛泽东)却在北京或莫斯科,每一想起他,我便感到激动。”
在信中,她多次将毛泽东称为“父亲”。
土改队努力地工作着。为了让农民看到工作队的权威和力量,他们将地主放在冬天的水缸里,冻得彻夜嚎叫。林昭把这称为“冷酷的痛快”,认为只有这样的斗争,才能够显示改革的决心,灭掉地主的威风。
在谈到“爱国主义”时,林昭写道:“对地主的仇恨是这样,对爱国主义也一样。这种爱与恨,也同样是我前进的力量。当我看到了志愿军的英勇战斗的故事,从纸上的战云中探出头来,望一望窗外的恬静美丽的春天的田野,我就更加重一些对工作的责任心。这样的祖国,决不能让它受难。”
那时只有19岁的林昭无法意识到,11年后,当她从上海提篮桥监狱的铁窗向外张望时,同样是这种“决不能让祖国受难”的情感,使她的目光望向了更远的未来,更广大的后代。
土改工作是艰苦的,但林昭以此为乐。她的苦恼来自另外的方面。
她的一些行为仍被认为具有小资情调,比如读的书,写的诗;她因率直地指出一些看不惯的事情,譬如有的人抛弃了乡下的原配妻子,娶了年轻貌美的女大学生,而遭到某些人报复性批判;她写信要求家里“交待”清楚他们的“罪过”,却被认为没有与反动家庭彻底划清界线;在几次大会上,她曾被公开点名批评,以至于她一度想不通,想借生病的机会,回家休养……
但林昭依然追求着“进步”。在一封长达6000字的信中,林昭这样写道:“大约我们这类人参加革命,不着着实实碰几下钉子不会好。一旦投入这洪炉不经烈火,不成器材……”
“我要向上,我要向上!但旧社会的遗毒、小资产阶级的劣根性,如石块般拖住我的脚向下沉,到什么时候才能战胜它们!”
胡杰找到了一张林昭此时的照片,她将两条长长的辫子卷在耳后,晒得很黑,一身白衣,人很瘦,面色憔悴。她或许处于痛苦的折磨中吧,或许正为自己的“不上进”感到焦灼。
“今后宁可到河里、井里去死,决不再说违心话!”
1954年,林昭以江苏省文科第一名的成绩,考入北京大学中文系。虽然在文学方面基础深厚,但她还是选择了新闻专业,希望能成为毛泽东时代最优秀的记者。
“她笑着,两条小辫子从后面挂出来,穿一件白色的衬衫,工人裤,剪裁得非常好,非常漂亮。”张玲,林昭北大的好友,向胡杰形容她记忆中的林昭:“大家都叫她林姑娘。我觉得她走起路来轻柔的样子,就像形容林黛玉的那几句词:娴静似娇花照水,行动似弱柳迎……”
在这里,林昭疯狂地阅读了大量她喜欢的书籍,同学们常常看见她从图书馆抱出满满一怀的线装书。没人知道她阅读和思考的结果。她观察到现实生活并非如她想像得美好,从而陷入了“爱与恨的一盆糨糊”。但在北大自由的空气中,她成长着,思考着。在想到自己曾亲自揭发过母亲的“罪行”时,她痛苦得哭出来,写信给母亲发誓说:“今后宁可到河里、井里去死,决不再说违心话!”
这种对亲情、对人性的反思和皈依,也许是林昭在北大最重要的思想转折。
张元勋,林昭当年的北大同学,向胡杰讲述了林昭生活中的至关重要的一幕:
那是1957年夏天一个闷热的夜晚,在北大东门外的马路上,一场批判“大字报中的话是反革命煽动”的舌战正在展开。张元勋因为贴出了北大的第一张大字报,而处于猛烈攻击的焦点,讨伐进行得“声嘶力竭,语无伦次”。这时,一名女学生跳上桌子,夜色中,她沉静的女中音使会场顿时安静下来:
“今天晚上的会是什么会?是演讲会还是斗争会?斗争会是谈不上的,因为今天不需要斗争。斗争谁?张元勋吗?他有什么地方值得你们一斗?我们不是号召党外人提意见吗?人家不提,还要一次一次地动员人家提。人家提了,怎么又勃然大怒了呢?”
话音未落,一声怒吼从黑暗的人群中传来:“你是谁?你叫什么名字?”
“你是谁?你有什么资格问我?”女生反问道:“你是公检法吗?还是便衣密探?”她停了一下,接着说:“我可以告诉你,没关系。武松杀了人还写杀人者打虎武松也,何况我还没杀人。你记下来,我叫林昭。林,双木之林;昭,刀在口上之日!”
人群中一点儿声音也没有。她稍停,又说:“告诉你:今天刀在口上也好,刀在头上也好,既然来了,就不考虑了!”
那天深夜,林昭在未名湖畔对张元勋说:“这或者是个悲壮的祭日!这或者是个悲壮的祭坛!这或者是个悲壮的牺牲!或者会流血!但愿不流血!”
在胡杰的考证中,林昭并非因为赞同张元勋的言论而跳上桌子为他申辩。她感到痛苦而无法理解的是,一些有思想、敢作敢为的同学被说成是“疯子”和“魔鬼”。这段时期,她在日记中写道:“党啊,你是我们的母亲!母亲应该最知道孩子的心情!尽管孩子过于偏激,说错了话,怎么能说孩子怀有敌意呢?”
这个夜晚成为林昭生活的转折点。不久,她成为北大800名右派分子之一(这个数字占当时北大学生总人数的十分之一还多),并因此永远没能毕业。
“刀在口上之日”,这句精彩的即兴演讲,成为林昭短暂一生的缩写。
“几乎所有的右派都检讨了。我知道的惟一一个不肯检讨的,就是林昭。”陈爱文,另一位北大“右派”回忆说:“不仅不检讨,还在会上公开顶撞。有人对她说,你是什么观点,讲出来。林昭回答:我的观点很简单,就是人人要平等,自由,和睦,和蔼,不要这样咬人!”
“平心而论,林昭那时的言论,实际上都是常识。”林昭的另一名同班同学在接受胡杰的采访时说。这名同学一直是“左派”,但林昭心无芥蒂,仍然同他谈了很多自己的看法。他“都没敢吭声”,也“从来没和别人谈过”。
“但我们那时处于历史的低谷,把常识说出来,就是反革命。”面对胡杰,他激动地挥着右手,一遍遍地重复:“实际上就是这样:说出常识就是反革命!”
这名“左派”同学在经过长时间考虑后,同意接受胡杰的采访。
这位70多岁的老人,电话里沉稳平静,在为胡杰打开家门的那一刹那,却突然嚎啕痛哭。他哽咽着对惊呆的胡杰说:“马克思说:法兰西不缺少有智慧的人,但缺少有骨气的人。”他顿了顿:“我觉得,林昭就是一个有着那样骨气的人。”
“现在我想通了,这不单是我个人的命运问题。”
林昭并非一开始就是这样“有骨气”。她被划为“右派”后,曾经自杀,也曾痛苦得失眠。但在众人都没有意识到时,这个娇滴滴的林姑娘,却慢慢地在内心生长出不可思议的精神力量。
1958年的一天,北大“右派”刘发清在校门口碰到了林昭,被强拉出去吃饭。他没精打采地坐在林昭面前,愁眉苦脸地吃不下去。林昭边吃边咯咯地笑着,告诉他:她当“右派”之初,也不吃,也不睡,人们只见她流泪,却不知她心里在流血。
她突然停住了筷子,说:“现在我想通了。这不单是我个人的命运问题,北大划了那么多右派,全国划了多少?”她清瘦苍白的脸上没有一丝笑容:“反右斗争还在全国进行,它的性质、它的意义、它的后果、它对我们国家、对历史有什么影响?对我们自己有什么教训?我现在还搞不清楚。但我要认真思考,找寻答案……”
谁也不知道,林昭寻找到了什么样的答案。此后两年,林昭先是在北大苗圃劳动,随着北大新闻系并入人民大学,林昭也转到人大书报资料中心监督劳动。在那里,她结识了另一位右派,开始了一段遭到官方反对的恋情,在申请结婚未果后,男方被发配新疆劳改,林昭也因病被母亲接回了上海。
刘发清再次与林昭发生联系,已是两年后在甘肃某地劳动时。那是1960年,他的口粮已减至每月20斤,没有菜,没有任何副食,每顿全靠一块三两多的玉米面馒头。因为饿得全身浮肿,他甚至把医药室的药都吃光了,而周围的村庄,更是“饿殍遍野”,“晚上可以听见遍地的哭声”。
就在这时,他接到了林昭从上海寄来的信,里面夹了一个小纸包。他打开一看———惊呆了。
“一张粮票,两张粮票,三张粮票……”在胡杰的镜头前,他含着泪,一张张地数着,好像那些粮票现在仍在他手中:
“啊,一共是七张粮票,每张都是5斤的全国通用粮票。看到这些粮票,当时我的眼泪就流下来了。”
林昭在信中说:我知道你很困难,我也很困难,但是我很瘦,而且吃得很少。因此把过去节约下来的这一点粮票寄给你……
刘发清连忙回信以示感谢,还真诚地敦促她要“认真改造,早日回到人民怀抱”。
林昭的回信很简单:吾与足下同舟人也,舟若靠岸,吾亦可登。
靠着林昭支援的这些粮票,刘发清每天多加了半斤粮食,撑过了最艰难的两个多月。但就在他的浮肿渐渐消退时,林昭的信件消失了。
1960年10月,林昭因涉嫌参与地下刊物《星火》,在苏州被捕。她的父亲当时已被打为历史反革命,靠糊火柴盒为生。得知心爱的女儿入狱后,自杀身亡。
“我们都预料到会有这样一个结果,但是就觉得,不做不行啊!”另一位因《星火》案获罪的人士,在肝癌第一次手术出院后,瞒着家人接受了胡杰的采访。他已是满头白发,瘦骨嶙峋,虚弱地坐在椅子上,一个劲儿摇着头说:“鲁迅先生说,总要有第一个人出来喊啊!如果一个民族到没有一个人敢出来说真话,这个民族就没有希望了。”
“被划为右派到被捕前,林昭其实是很低调的。她对当时的政策有看法,但并不完全赞成激烈的反对的方式。”经过多方查证,胡杰没有找到林昭直接参与《星火》编辑出版工作的证据。她被捕的直接原因,是《星火》刊登了一首她的长诗《普罗米修士受难的一日》。由于主创人员纷纷入狱,这本刊物只出版一期便宣告夭折。
“但是,入狱似乎给了林昭一个充分的理由,要站出来,说出自己的观点,而且以一种前所未有的勇烈的方式。”
“我仍然察见到,还不完全忽略你们身上,偶然有机会显露出的人性闪光”
林昭开始了她近8年的牢狱生活。
8年中,被剥夺了笔和纸的林昭,用竹签、发卡等物,千百次地戳破皮肉,在墙壁、衬衫和床单上,用鲜血写了20余万字的文章和诗歌,反对奴役人的状况,控诉不自由的生活,批判让人流血的制度。这些借鲜血喷涌而出的文字,或许正是几年前,她还在北大校园里时,下决心认真思考并努力找寻的答案。
林昭这样写道:“每当我沉痛悲愤地想到……人们,特别是我同时代的人,中国的青春代……怎样地受难,想到这荒谬情况的延续,是如何断送着民族的正气和增长着人类的不安,更如何玷污着祖国的名字,而加剧着时代的动荡,这个年轻人,还能不急躁吗?……
“诚然,我们不惜牺牲,甚至不避流血,可是,像这样一种自由的生活,到底能不能以血洗的方法,使它在血泊中建立起来呢?中国人的血历来不是流得太少,而是太多。即使在中国这么一片深厚的中世纪遗址之上,政治斗争是不是也有可能,以一种比较文明的形式进行,而不必诉诸流血呢?”
在一份林昭服刑期间重新犯罪的记录中,这样写道:“林犯关押几年来,一贯拒不接受教育,书写了大量的反动血书,虽经工作人员多方教育,并采取了单独关押,专人负责管教,家属规劝等一系列管教措施,但林犯死不悔改,公开扬言:永远不放弃宗旨而改变立场。”
她的宗旨和立场的确从未改变。无论是革命时期、土改时期,还是反右之后,她所追求的只是:自由、平等、友爱、和睦。狱中的林昭重新找回了少年时期的信仰,只有简单的两个字———人性!
张元勋,是胡杰采访到的惟一一位见过狱中林昭的人。1966年5月,张元勋结束了自己的7年刑期后,以未婚夫的名义,去上海提篮桥监狱看望了林昭。监狱同意他与林昭见面的条件是:说服林昭翻然悔悟,好好改造。
“我给她买了些奶粉和蛋糕,每件物品,包括蛋糕,武警都用铁扦子一个个插进去检查。
“进来十几个武警,每个都带着枪,这是我从来没见过的接见场面。又有脚步响,林昭来了,一个女狱医搀着她,后面有两个武警带枪跟着。
“她穿一件白色衬衣,很脏。外面披着夹的外套,也很破旧。手里抱着一个破布包。头发很长,最明显的是,三分之一的头发都白了。头上顶了一块手绢,上面是血写的字———冤!
“她一进门,站住了,看见我,嫣然一笑。整个屋子的人都愣住了。后来别人告诉我,从来没见她这么笑过。
“她对我说:我现在趁此机会告诉你,万一有一天我死了,母亲、弟弟和妹妹都是弱者,请你多多关照他们,他们太可怜了,千万千万。说完,她就哭了。”
临别时,林昭搜遍她的破布包,送给张元勋一件礼物。张元勋拿在手中定睛一看:是一帆用玻璃纸叠成的小船,白色的帆,鲜黄色的船身和桅杆,在阳光下熠熠生辉。他一下子想到了李白的诗句:长风破浪会有时,直挂云帆济沧海。
“留下这段历史的记录,对我们的未来很重要”
20多年后,风浪归于平静,沧海上的那一叶白帆却永远消失了,但风浪带来的恐惧却并没有消失。
林昭当年的朋友和同学,如今都已是古稀老人。寻找并说服他们,接受这样一部历史纪录片的拍摄,就像他们幸存于那个时代一样艰难。
面对胡杰,大多数人的第一个反应是:“你是谁?你到底想要干什么?你想要达到什么目的?”
他们面前的这个40多岁的汉子,当过兵,身体强壮,一脸大胡子,既拿不出介绍信,也没有工作证明。他只是一再诚恳而温和地说:“留下这段历史的记录,对我们的未来很重要。”
一个初次接待胡杰的人,把他关在防盗门外,隔着铁栅栏,严厉而冷漠地说了40分钟拒绝的话。他最后打开门时,只说了一句:“如果不是因为林昭,我绝对不会让你跨进这个门一步。”
另一个最初很坚决地拒绝了胡杰的人,答应在胡杰离开前最后与他见一面。胡杰并没有再次要求他回忆林昭,而是同他聊起了从小到大的生活:参军,去朝鲜战场,因家庭出身不好被打成右派,在农场劳动……老人说着说着,突然老泪纵横。他亲眼看见许多人被饿死,他和另外几个还算强壮的人负责把死人拉出去埋掉,但第二天再去时,都会发现新坟都被刨开了,那是周围的老百姓来偷走裹尸的棉被和死者的衣物。
之后,他离开了农场,在这段时间里,他认识了被“保外就医”的林昭。没过多久,便因与林昭相识,开始了另外一次服刑……”
“我要开始拍!”胡杰擦擦溢满眼眶的泪水,坚定地说。
对方默默地点点头。这一天,他们在胡杰住的简陋的旅馆聊了五六个小时。直到离开时,这个人才承认,他本来打算一字不吐,来挨胡杰一顿臭骂,然后便坦然回家的。“绝不能让我的孩子知道这段痛苦的经历。”不止一位受访者这样对胡杰说,“太残忍了。”
“不知道为什么,我总会想起,山那边的一盏灯。在冷雾凄迷的夜晚,在白茫茫的雪地中央,孤独地、美丽的、凛然不可侵犯地亮着,以她的光,尽可能远地摒弃着黑暗……”
甘粹,林昭那段被中断的恋情的男友,1979年平反后回到北京。他回来的第一件事,就是找音乐人帮助,将林昭当年创作的一首歌的词曲记录下来。
胡杰找到他那天,天飘着雪花儿,老人坐在局促的小屋中,用二胡一遍遍地拉着这首他们年轻时共同歌唱过的《呼唤》:“在暴风雨的夜,我怀念着你,窗外是夜,怒吼的风,淋漓的雨滴,但是我的心啊,飞出去寻找你……”
当所有人的“罪行”被一纸文书宣告平反时,他们已年近半百。他们在牢狱中度过了最有创造力和智慧最发达的年华。
林昭看不到这一天。
1968年4月29日,她被枪决于上海龙华机场。第二天,一名警察到林昭家里,说了三句话:“我是上海市公安局的。林昭已在4月29日被枪决。家属要交5分钱子弹费。”
母亲许宪民听到后,立刻晕倒在地。有人说,她不久后就疯了。7年后,这个当年坚定的抗日分子、热情帮助过共产党革命的民主人士,死在上海外滩街头。
她的亲友后来从一位狱医的口中得知,林昭被枪决那天,是从提篮桥监狱卫生所的病床上被拖走的。来人高喊:“死不改悔的反革命,你的末日到了!”她一直在咳血,但始终在反抗与呼喊。这位狱医吓得躲进隔壁的病房,听到林昭叫他的名字,对他道“永别”。
此前,在宣判罪行的判决书上,林昭愤然写下《历史将宣判我无罪》的血书。12年后,她的预言应验了。
1980年8月,上海高级法院以“沪高刑复字435号判决书”宣告林昭无罪,结论为“这是一次冤杀无辜”。
但林昭的大部分朋友是在中央为右派平反后,开始内心平静地相互联系时,方知林昭早已不在人世。北大的部分同学和老师在那一年年底为林昭召开了追悼会,没有骨灰,只摆放了一束林昭的头发,和一张遗像。照片上,林昭梳着两条麻花辫,双眼沉静、忧伤而略带笑意。
在这个追悼会上,出现了一副无字的挽联———
上联是:?下联是:!
事隔20多年,当胡杰再次追寻那个充满了回忆的悲恸与无奈的惋惜的场面时,却无人能回忆起这副挽联的作者,但他们都承认,这的确是对林昭一生最好的诠释与哀悼,或许,也是对他们所共同经历过的那个时代,一副含义最为深刻的挽联。
5年来,胡杰并不孤独。越来越多的人参与进来,为他提供经济援助,或尽自己所能寻找线索。在这支日渐庞大的队伍中,有年过半百的老人,有声名显赫的中年人,更多的,是步入社会不久的年轻人。其中许多人,胡杰从未与他们见过面,也不知道他们的名字。
1981年初,人民日报发表新华社社长穆青等人写的长篇报道《历史的审判》,里面简要记述了林昭的命运,“她就义的详细经过至今无从查考”。但穆青“解释”了胡杰们这样做的意义———
也许在若干年以后,我们的后代对上述这一切将难以置信,但不幸的是,它确实是发生在我们这一代人生活中的事实。我们每一个活着的人,都曾经为它感到极度的羞耻。请不要轻视这种羞耻吧。正如马克思所指出的:“羞耻已经是一种革命”,“羞耻是一种内向的愤怒。如果全民族都真正感到了羞耻,那它就会像一头准备向前扑去而往后退缩的狮子”。
有的人是永远不会被忘记的。这就是历史的宿命。

(转) 该来的终于还是来了 这就是我们去美国的原因
那时候,这批人正值芳华岁月,朝气蓬勃,前途无限。在首次对人生的路有选择机会的时候,他们选择了来美国。
他们被“文革”启蒙了。那是一种全方位的,政治理念,人生哲学,道德观点,学术抱负,彻底的更新。像一个重获生命的人,站在一潭污泥浊水中,幻想着天晴后的故事。说“文革”是他们的老师,一点不错,但一点不轻松。很多人被它夺去了亲人,致残,致穷,致卑。然而,“文革”确实是他们的老师,残忍,狠辣,毫不掩饰人间真相却不负责任的教师爷。
他们曾经热爱党,热爱祖国,认为一个人终身的三件大事,是入队,入团,入党,然后衷心为国家工作,文革告诉他们,你首先应该热爱你自己,其他都是有心人编造的神话。他们曾经有自己的偶像,并正在开始萌发对人世间真善美的感情,文革击倒了他们的所有偶像和信念,告诉他们,你所有的真情,只有掌握着你生活资源的老大哥才配拥有。他们最后的防垒也被敲碎,文革把温柔的家庭及友人的关系涂上了政治的黑白色的漆。
他们没有成熟得看透世态炎凉,因而万念惧灰,一头扎进太平湖;他们没有卑鄙得曲下双膝,称统治者为“你真赛过我亲爷爷”;他们也没有幼稚得以身试刃,被封着嘴绑上刑场。他们能够做的,只能是三十六计之首,离开那片土地。
其实,他们那时并没有十分明确的思考,为什么要挥别那样多那样重要的东西:他们衰老的父母,有些甚至还有娇妻幼儿;他们方兴未艾的学业和事业,有许多已经在绽放花蕾;他们热爱的大好河山,无时无刻不在用口和笔衷心地赞颂她。为了看看世界是不是到处都这样污龊,他们一定要出去。
他们离开了。50个人的硕士研究生班,40个人走了,这是常态。博士生为了出国,提着一旅行袋的人民币去人事处交回“培养费”。那时候,每个人都有相似的激情,要是想走的,都能走,不知道那个国家是不是已经走空。
他们来到了美国。不管在哪里学习,从事什么职业,他们慢慢地感觉到,人是可以有尊严的,那些吓人的政客们是可以被关在笼子里的,报刊电视和各种媒体上可以不必充满阿谀奉承的“正能量”,冤案是可以申诉的,个人或家庭遇到事情可以不必先想到贿赂和关系…。这时,他们感到自己很难回头,再到以前的地方生活了。
但是他们还常会回去,短时的,因为他们有那样多丢舍不去的关系在那里。
开始两年,国内的熟人对他们投来羡慕的目光,称他们是精英。
又过了几年,不少过去的同学朋友做了大官,赚了大钱,但见了他们中的一些人,确总还是谦卑地说,“如果你不走,我这个位置应该会是你的!”因为那些人还记得当年的情景。
又过了好些年,他们慢慢看到那里的人射来的冷眼,因为他们的实事求是被那边解读为“不领行情”,他们的量力而为被鄙视为“穷酸”,他们的守法习惯被当作“迂腐”。
面对这些变化,他们想解释其中原因。他们突然领悟到,克林顿说的,“傻瓜,问题在于经济!”那边的经济境况变了,人心也变了。
西方的社会,美国两党的政治家们,似乎都信奉了唯物主义决定论,认为经济的状况会决定社会的意识。他们认为,中国的经济状况好了,会自动向民主自由的社会意识靠拢,于是认真踏实地向那里输送利益,帮助那里的经济。后来才发现是打错了算盘,出现的结果正好相反。经济好了,更有钱饲养并撒放战狼,吞蚀西方的意识形态。经济好了,可以养育上千万的网络水军,渗透在美国和西方的各个舆论场所,用自由世界说的实话和他们编造的谎话来扰乱舆论,蛊惑人心。经济好了,那里的统治者们,更想活到100岁,而且发誓100岁都不离开印把子。
一阔脸就变的巨人,吓坏了西方,也警醒了他们中对母国抱着幻想的很多人。制度,制度才是根本的东西。不管美国现实中有多少问题,建国精英们留下的制度和法典,才是这个国家吸引人的地方。是的,他们更为清楚了,他们是为此而来的。
尽管这样,他们还是一如既往地期盼,衷心地祈祷,“文革”那样的灾难,不要再回到那片土地上去。
今天,那样熟悉,那样让人作呕的东西的出现,强烈振憾了他们的心。那张,“群众”威胁方方的大字报 —— “它来了,它终于还是来了!”如今还藏在那片土地上的魔怪,和“文革”的魔怪同出一源,它并没有消失。
“我个人将会以中华民族那种古朴的侠义方式,对方方你进行文攻武伐。”
你不得不赞同崔永元,当看到44万中国人为英国首相病重而狂喜而点赞时,他说,“我的祖国怎么这么多成群结队的流氓?”千万不要说这是极少数的经神病人。
问题不是流氓,是社会对流氓的纵容和利用,对人的基本权利的漠视,对言论自由的钳制,对有良心的作家所代表的,最正常不过的人性的无情摧毁,那才是流氓们四处弥漫的根源。看着这张大字报,他们会想起了老舍,张志新,蒯大富,张铁生. . .,和枪毙张志新前割断她喉咙的“普通群众”。
他们中有不少人曾经在中国的主流社会中工作过,知道那一套舆论绞杀的运作流程。他们知道,“最高统帅”是怎样通过基础党员来煽动群众斗争以达到他的目的,“各级行政”又是怎样在批《三国》,批《论语》,批《三字经》,批《增广贤文》,批XY中规定产出文章的数量和时间,除了网络的新玩意外,一切手段看来都似曾相识。他们能想见,在大外宣中,一手握着删帖的鼠标,一手发放上千万网络水军跟帖发帖的补贴款的管理人的“飒爽英姿”。
他们不寒而栗。面对这最令人担心的社会病毒无可救药的复活,他们能做什么呢?他们只想飞到武汉去,找到那张大字报,像很多很多年以前一样,在下面留下批语:
“这就是我们去美国的原因”。

Suing China over the coronavirus won’t help. Here’s what can work.

At least six lawsuits have been filed against China in U.S. federal courts seeking damages for deaths, injuries and economic losses caused by covid-19. Members of Congress have drafted legislation to strip China of its immunity from suit in U.S. courts. Even if enacted, these congressional efforts are unlikely to pave the way for successful lawsuits — and they could prompt China to take reciprocal measures against the United States. China should be held accountable in other ways, including through diplomatic pressure and a thorough U.S. investigation of Beijing’s role in concealing and failing to stop the spread of covid-19.
Five of the lawsuits against China — filed in California, Florida, Nevada, Pennsylvania and Texas — are class-action suits filed on behalf of persons and businesses in the United States who have suffered injury, damage and loss related to the coronavirus outbreak. Missouri has sued China on similar grounds on behalf of itself and residents, and Mississippi has indicated that it plans to file proceedings. These suits are likely to be dismissed because foreign governments enjoy immunity from suit in U.S. courts under the Foreign Sovereign Immunities Act. The 1976 statute codifies long-standing principles of U.S. and international law that sovereign governments may not be sued in courts of other countries. The lawsuits claim to fall within statutory exceptions to immunity for tortious or commercial acts in the United States. But these arguments are likely to fail because there is no evidence that China committed deliberately wrongful acts in the United States or that covid-19 arose from China’s commercial activities here.
To overcome these legal obstacles, several members of Congress, including Sens. Tom Cotton (R-Ark.) and Josh Hawley (R-Mo.), have drafted legislation that would strip a foreign government of immunity for any acts intended to conceal or distort information about the existence or nature of the coronavirus. Hawley has suggested that the Chinese Communist Party unleashed the covid-19 pandemic and that “we need to empower Americans and other victims around the world to recover damages.” The Cotton and Hawley bills appear to be modeled on the Justice Against Sponsors of Terrorism Act (known as JASTA) that Congress passed in 2016, overriding a presidential veto, to allow lawsuits against Saudi Arabia and other governments for aiding acts of international terrorism.
Whatever the political temptation to allow lawsuits against China, especially during an election year, Congress should resist doing so. Sovereign immunity is based on reciprocity. The United States respects the principle of sovereign immunity not as a favor to other countries but because we expect other countries to respect and protect the immunity of the United States and its officials in their countries. The United States has protested vehemently when other nations have allowed investigations of the U.S. government or its officials for controversial military actions. If Congress allows lawsuits against China to proceed here, China may well retaliate by allowing lawsuits against the U.S. government or its officials in China for claiming that China had intentionally manufactured covid-19.
Congress should also remember that, after voting for JASTA in 2016, some Republican lawmakers immediately expressed misgivings. Senate Majority Leader Mitch McConnell (R-Ky.) said removing the immunity of foreign governments could have “unintended ramifications” and tried to blame the Obama administration for “failure to communicate early about the potential consequences.” If Congress repeals China’s sovereign immunity in the heat of this election year, the U.S. government is likely to regret it later.
Even if Congress were to strip China of its immunity, lawsuits against China are unlikely ever to result in payments to Americans injured by covid-19. In the unlikely event of a court judgment against China, the Chinese government would refuse to pay any award, leading to years of litigation in U.S. courts (likely embroiling U.S. banks and businesses) to seize Chinese assets in the United States.
Opposing lawsuits against China does not mean that the U.S. government should not hold the Chinese government responsible in other ways. Legal immunity does not mean a lack of accountability. The Hawley bill, for example, would mandate a government investigation into China’s role in concealing or distorting information about covid-19. Better still would be a bipartisan commission, modeled on the 9/11 Commission, with a mandate to investigate the causes and spread of coronavirus and U.S. preparedness for and responses to the pandemic. It could make recommendations toward preventing and addressing future pandemics.
The United States should also publicly demand, including in international bodies, that China provide more information about covid-19. It should push other governments to do the same. U.S. officials should privately insist to Chinese counterparts that China must be transparent and cooperative with respect to global health issues in the future. Assertive U.S. diplomatic action is more likely to produce meaningful results for Americans than politically attractive, but ultimately feckless, lawsuits and battles over sovereign immunity.

(转) 文贯中:“两个阵营三个世界”的时代已来临!
面对前所未有的全球性大疫,经济学家纷纷预测这次大疫对于世界的影响。身处美国疫情震中纽约市的文贯中,却从人类未来福祉的角度,深入思考全球化的未来走向。
“这次大疫意味着,1990年以来的这一轮全球化无法再以现有的国际治理框架继续下去”,美国康州三一学院经济系荣休教授文贯中在接受专访时说,“疫情竟能迅速全球化,使主要经济大国都措手不及,遭受生命和财产的极大损失,说明疫情全球化对经济全球化,乃至地缘政治必定发生深刻影响。”
文贯中出生于上海,1983年负笈美国,获得芝加哥大学经济系博士学位后,长期在美国大学任教,并一直关注中国的改革和发展。
在文贯中看来,虽然这次公共卫生危机不会导致长期的“大萧条”,但是为全球化敲响了警钟,“如果不能突破制度性瓶颈,那么逆经济全球化的抬头无法抵挡。世界可能重新走上恶性全球化的道路。”
文贯中指出,全球化有“良性”和“恶性”之分。经济全球化的未来主要掌握在中美两国手中。假如两国不能积极协调,经济全球化将由目前的“一个世界”蜕变为“两个阵营,三个世界”的局面。
“现在全球化处于关键时刻,留给中国的时间窗口很有限了”,文贯中说,“中国应该抓住时间窗口,推进市场导向的改革,以阻止经济全球化发生蜕变和倒退,否则,中国百年未遇的发展机遇必然消失,1978年以来比较顺利的现代化进程将因此中断,乃至逆转。”
疫情不会必然导致1929年式的“大萧条”
马国川:作为一个关心中国经济的华人经济学家,您认为这次大疫对中国经济的影响有多大?
文贯中:中国以‘封省“和”封城“的手段,用了两个多月的时间便将疫情置于控制之下,但也付出了巨大的经济代价。第一季度中国产能供给不足,汽车、通信设备、电子、机械等多个行业减产明显,部分行业甚至一度停摆。这对欧、美、日三大块经济形成强烈冲击。随着这些发达国家相继陷入严重的疫情,中国出口企业的订单大量减少,进而影响其他配套企业。这说明中国也无法独善其身。
马国川:虽然中国以及东亚地区正在走出病毒阴影,但是欧洲和北美各国却步入疫情的高发阶段,使得世界经济前景非常暗淡。
文贯中:确实。现在许多发达国家进入紧急状态,以居家令的形式,要求非必要的生产和服务人员不要离家外出,以减缓病毒传播速度,导致经济几乎进入停摆状态。以美国为例,美国“三产”中服务业占比高达80%以上,受停摆影响最大的恰恰就是这一部门。以美国类推经济结构相似的欧洲和其他发达国家,便可知疫情对它们的经济打击会有多么严重。这些国家股市一泻千里,失业率不断攀升,很多城市一夜之间几乎沦为鬼城。
马国川:经济学家们纷纷预测这次大疫对于世界的影响,最悲观的预测是将导致1929年式的“大萧条”。您是否认同这种观点?
文贯中:我认为不会必然发生1929年式的“大萧条”,取决于人们的对策。现在和1929年的时代背景完全不同了。当时各国经济的基本面确实存在严峻问题,表现为严重的生产过剩和消费不足。现在发达国家民众普遍有较高的收入,有强大的消费能力。以美国为例,自己生产的东西无法满足民众的强大需求,不得不大量进口。这表明经济有强大动力,基本面没有大问题,经济停摆是由病毒引起,因而是一次公共卫生的危机。中国和东亚的事实证明,新冠状肺炎病毒并非所向无敌。采取正确的社交疏离,个人卫生措施,加上对高龄人群的特殊保护,是可以大大减低病毒的传播速度,减少生命的损失的。其中,东亚的南韩和日本在没有封省和封城,因而经济损失较小的情况下,疫情同样获得显著好转,令人宽慰,增强了社会和政治结构类似的其他国家的信心。
另外,人类拥有的克服危机的工具不一样了。加剧“大萧条”的一个原因是,面对经济下滑,各国反而紧缩银根,并竞相搞贸易保护主义,以邻为壑,导致全球化崩溃,各国迟迟走不出萧条。现在各国都已知道,越有经济危机,越要放松银根,因而纷纷推出货币和财政紧急刺激措施。
马国川:看来,您对世界经济的前景并不悲观?
文贯中:目前的疫情当然极为严峻。不过,目前欧美和中国的科学家都在夜以继日地研究疫苗,同时积极探索利用现有的药物减轻疫情。可以相信,肆虐于发达国家的病毒将逐步受到抑制,发达国家的制造业可望在今年下半年逐步恢复。令人更为担忧的,倒是不发达国家。如果它们集中爆发疫情,由于那里的公共卫生体系落后,人道后果会更加可怕。但是,那些地方对全球经济来说,毕竟只有较小的影响。
其实,对就业和民生来说,我更担心今后服务业的走向。上面提到,无论是产值还是就业,服务业在发达经济中已占压倒性的份额。全球经济结构和就业分布越来越向服务业倾斜,而服务业的分布则向城市,特别是大城市集中。这是因为服务业一般需要人群的聚集,才有气氛和情趣,也才有规模报酬递增。心有余悸的顾客今后如何克服人群聚集必然带来的病毒风险,使各国服务业尽速走上正轨,将是十分棘手的挑战。看来,除非病毒像萨斯那样奇迹般地自动消失,全球服务业的恢复将主要取决于人类何时找到疫苗。由于服务业创造了最大的就业,因而代表了总需求的最大部分。如果对服务的需求萎缩,就业将极大萎缩,从而影响到对制造业的需求。所以,不仅要关注制造业,更要关注服务业。
“经济全球化的两大动力”
马国川:假如没有全球化,这次危机不会如此迅速的蔓延到全世界。因此许多人都在思考,人类为什么要搞经济全球化?究竟有什么好处?
文贯中:自地理大发现以来的几百年里,两大动力推动着经济全球化的不断深入发展。一个是比较优势:即使在最发达和最不发达国家之间,也可基于比较优势,通过国际分工和贸易而互相获利。这是个门槛很低,各国都可以加入而大获其益的游戏;一个是规模报酬递增:如果生产要素和产品能在全球自由流动,即使小国也能借助国际分工,克服本国狭小市场,大规模地生产某些产品,通过自由销往全球市场,使自己和全球获得巨大的经济增益。
马国川:既然全球化有这么大的好处,各国都能够受益,为什么还会发生两次世界大战的惨剧呢?
文贯中:这是一个很好的问题。虽然全球化的两大动力既有经济学理论的依托,又是实践证明的真理,但是在经济全球化早期,人们并没有意识到,经济全球化要成为一个良性过程,必须有相应的全球性的制度安排。由于全球性制度的缺乏,经济全球化成为一个各国出于私利和无根据的信仰而相互竞争和博弈的过程。后来即使出现了一些全球性的制度安排,却存在严重的内在漏洞。
从十九世纪到二十世纪初,英国主导全球化将近百年,却不愿意带头废弃殖民主义,又没有能力抑制某些后发国家的崛起。这段时期之前和之中涌现出诸如重商主义、殖民主义、帝国主义、幼生工业论、中央计划经济等等思潮和制度。特别是20世纪上半叶,各国的恶性竞争导致了两次世界大战。
德国、日本借助国家主义的经济理论取得跳跃式的增长,同时采取军国主义或法西斯主义等极端方式 “弯道超车”,走上了对抗世界体系的道路。通过两次世界大战的血腥教训,人们意识到,全球化有良性的,也有恶性的。以美国为首的发达国家从政治、军事、经济、金融等诸多领域反省战前的政策和制度。
马国川:战后,殖民主义被废除,国际竞争规则发生了根本变化,一个国家不需要抢夺资源,同样可以富国富民。因此,所有的强国没有理由再因瓜分世界、争夺殖民地而开战。
文贯中:是的,二次大战后建立的国际体系对英帝国领导下的国际体系的最大修正,就是在世界范围内废除殖民主义,力图建立一个统一、自由、开放的市场经济体系,将各国从战场上的争夺转移到商场上的和平竞争。这样,国家再小,也能和最强、最大的国家一样,依赖自己的比较优势,通过国际分工和国际贸易,获得比闭关自守多得多的财富。因此,无论大国,小国,都不再需要追求更大的地理空间,或奉行排他的国家主义经济政策。基于这种新的国际秩序设想,美国和国际组织一起重新推动全球化。1947年成立的“关贸总协定”,目标就是要搞成今日的WTO,在全世界推进自由贸易。但是1949年冷战开始后,苏联带了一大帮社会主义国家“退群”,另外组织了“经互会”,形成两个阵营对峙,使全球化失去完整性。
马国川:柏林墙倒塌、苏东剧变以后,全球化的局部性被打破了。
文贯中:从此世界自由市场体系大大扩张了。两次世界大战的血腥,以及漫长的冷战带来的苦难深深教育了全人类,市场经济才是人类经济活动的正确方向。经互会的最大经验教训是,成员国都奉行计划经济,无法通过市场上的竞争自然确定自己的分工角色,只能由经互会中最强大的国家苏联予以指定。这就使很多成员国很不服气,形成的分工体系也是无效的,最后分崩离析。对比发达国家自由经济体系的成功和经互会的惨败,绝大部分国家认识到,基于开放和自由竞争之上的市场经济体制才能将经济全球化引向良性的道路。其他理论不是使人类退回闭关自守的蛮荒时代,就是再度以邻为壑,恶性竞争,迟早将人类再度引上恶性全球化的覆辙。
因而,从1990年代初开启的新一轮全球化,得以将关贸总协定升级为WTO,并把原来社会主义阵营里的很多国家都包括进来,2001年中国也正式入世,使全球化真正涵盖全球。
马国川:正是在这一轮前所未有的全球化高潮中,中国成为世界第二大经济体。
文贯中:假如没有全球化,假如没有入世,中国取得这样的成绩是不可想象的。
“经济全球化面临的更深层的问题”
马国川:有一个现象值得注意,就是加入经济全球化的程度越深,受病毒冲击的程度似乎也越重。东亚、欧洲和北美这些经济重镇无一例外先后成为疫情肆虐之地。因此有很多人担心,这次世界公共卫生危机会削弱全球化的动力,加速“逆全球化”的趋势。
文贯中:贸易战好容易告一段落,新冠状肺炎病毒又突然横空出世,使全球的经济和生命遭殃。疫情肆虐的程度与经济全球化的深度之间,确实有高度的正相关性。所以,疫情对全球化无疑敲响了警钟。如果不能突破制度性瓶颈,那么逆经济全球化的抬头无法抵挡。世界可能重新走上恶性全球化的道路。
马国川:虽然经济全球化的推进,使人类福祉不断提升。但是,经济全球化并不一帆风顺。
文贯中:在某种意义上,经济全球化就是一个不断克服关税、贸易壁垒和各国给予本国企业各种补贴这三大障碍的过程。也因此,WTO一直将零关税、零壁垒、零补贴(以下简称“三零”)作为经济全球化的终极目标,推动各国进行一轮又一轮的谈判,减少关税,壁垒和补贴。如果世界各国,特别是大国,能够和衷共济,接受这一终极目标,并采取有力的行动,带头向“三零”目标前进,各国经济就将真正融为一体,不但全球变得更加安全,而且全球福利也将因此得到极大的提升。
因为在“三零”政策之下,每个大国虽然仍然拥有巨大的国内市场,但这一市场所具有的规模报酬递增潜力不再为本国企业垄断,而是由各国企业共同分享。这就排除了这些国家以本国市场为手段,实施以邻为壑的重商主义,谋取霸权的机会。显然,这是一种最安全的经济全球化局面。如果真的实现这样的目标,经济全球化必定向良性发展,各个民族变得更加水乳交融,因而更加互相依赖。
马国川:遗憾的是,经济全球化的现状离“三零”的理想境界仍然很遥远。
文贯中:这一轮全球化的最大问题,在于残存的关税、壁垒和补贴,使各国之间,以及各国内部的阶层和地域之间,在分配经济全球化带来的巨大增益的时候,存在严重的扭曲。例如,美国东西海岸在全球化中受益很多,但是 “锈带”地区的民众利益受损,工作机会外流。这些不满的民众把特朗普推上了总统的位置。
再如,如果某些大国可以通过残存的各种关税和壁垒,排斥国外企业进入本国市场,并通过对本国具有规模报酬递增的企业重点补贴,让它们在保护之下扩大生产,降低平均成本,就可以到世界上用低价通吃各国的同类企业,实现“弯道超车”,后来居上。
马国川:这种利用全球化带来的各国开放各自市场的好处,却不愿开放自己市场的做法,必然损害其他国家的利益,引起其他大国的不满,甚至迫使它们争相模仿。
文贯中:其实,除了人们熟知的关税壁垒、非关税壁垒之外,对信息的控制也可以视作一种壁垒。在全球化时代,如果不能在全球范围内及时分享具有全球后果的信息,就会造成全球性的灾难。疫情信息就是一例。虽然疫病爆发于一国之内,涉及疫情的信息似乎属于一国的主权,但其实这种信息本身具有全球影响,对经济全球化的稳定有生死存亡的意义。如果这种信息的流动遇到壁垒,不能在全球自由流动,经济全球化必然遭遇重挫。
新冠肺炎病毒去年12月已经爆发,八个武汉医生对此及时发出警告。假如他们没有受到压制,政府和民众能更早地采取严格防控措施,就可能把传染病控制在萌芽状态。可是他们不但没有得到鼓励,反而受到惩戒。掩盖真相的结果,疫情控制被耽误整整二十多天,不但中国经济和生命受损,而且演变成全球性灾难。
马国川:钟南山团队发表的论文指出,如果干预措施比原来提前5天,病例数也会大大减少。
文贯中:可见,在经济全球化的时代,关于疫情的信息不能有半点耽误。希望惨痛的教训让各国认清,信息管理的国家主权和信息的全球后果之间存在着内在矛盾已经到了必须解决的时候了。这是经济全球化面临的又一个急迫解决的深层次问题。
概括地说,有两类信息:一类信息有全球后果,需要尽快打破壁垒,允许其自由流动。最典型的就是有关病毒和疫情的信息,只有在全球范围内立即无偿地分享,才能及时动员起全球力量,尽速将灾难扼杀于萌芽之中。另一类信息需要获得产权的保护,以防被人剽窃。主要是各种专利,否则发明者和创造者的积极性会日益受挫,最终损害全球科技进步,减缓经济全球化的进程。
马国川:两种不同的信息,需要采取不同的措施,共同之处是它们都会影响全球化。
文贯中:对。对于有全球后果的信息,各国必须建立互信,同意让渡部分主权,放松对本国网络的管治,以便让有关病毒和疫情的信息自由流动,及时动员全球的防疫力量,防止灾难的蔓延;对涉及知识产权的信息,则必须加强管制。对利用相对开放的网络,截取别国的知识产权,降低发明、创造的成本的人和企业,施以重罚。这两者都涉及对信息的协调和管治。无论是今日的科技强国,还是崛起中的明日科技强国,这都是无法避免的严峻而迫切的课题,也是经济全球化能否深化的严峻考验。
在全球化时代,如果不能在全球范围内及时分享具有全球后果的信息,就会造成全球性的灾难。疫情信息就是一例。虽然疫病爆发于一国之内,涉及疫情的信息似乎属于一国的主权,但其实这种信息本身具有全球影响,对经济全球化的稳定有生死存亡的意义。如果这种信息的流动遇到壁垒,不能在全球自由流动,经济全球化必然遭遇重挫。
这一轮全球化已经终结
马国川:2008年世界经济危机以来,民族主义、民粹主义思潮重新兴起,影响了全球化进程。这次世界公共卫生危机对于全球化意味着什么?
文贯中:意味着1990年以来的这一轮全球化面临终结,因为在现有的国际框架下已无法继续深化下去。从眼前来看,世界上许多国家“封城”“封国”,全球化事实上已经停摆。从长远来说,这次疫情全球化对经济全球化乃至地缘政治必定发生深刻影响。世界经济从本来的“两大阵营,三个世界”、各自为政的冷战格局,发展为今天的跨越地域、跨越政治制度、涵盖几乎所有国家的巨大而统一的分工体系,是这一轮经济全球化的巨大成果。可是,这次全球性的疫情将这种各国深度分工,高度相互依赖的全球经济结构的内在脆弱性暴露无遗。
马国川:全球经济结构内在脆弱性的深层次原因又是什么?
文贯中:可以归结到各国对“三零”目标的严重分歧之上。拒绝“三零”政策的国家显然想利用关税、壁垒和补贴,使本国的国家主导的经济体制继续得到单边保护,以避免彻底市场化,实际上是拒绝彻底融入世界经济。值得注意的是,欧美日之间最近几年一边打贸易战,一边多次发表联合声明,除拒绝了中国的市场经济地位和发展中国家地位外,还多次表示,它们愿意共同接受“三零”原则,尽快去除关税、壁垒(当然包括信息自由流动的障碍)和补贴(当然包括对国营企业的补贴)。所以,今后以欧美日的市场经济体制为一方,以中国的国家主导的经济体制为另一方的泾渭分明已经形成。
特朗普执政后,美国强调对等原则。二次大战之后,美国实际上奉行了一条单边开放原则,以有容为大的态度,在不要求被战争重创的西欧和日本马上同等开放的前提下,与它们一起推动世界性的自由市场体系。但是,欧日经济恢复后,并没有在市场开放程度上跟上美国的步伐。为此,川普决定以对等为原则,美国对他国的开放程度视对方的开放程度而定。值得注意的是,即使美国与墨西哥和加拿大重新签订了自由贸易协定,为了杜绝后门,专门规定,如果两国允许非市场经济体的商品自由进出,则美国有权中止执行与它们的协定,以防非市场经济国家的产品自由绕道进入美国。以美国与加拿大和墨西哥的自由贸易协定为蓝本,可以预料,非市场经济国家今后将无法根据目前WTO对最惠国待遇的规定,以自动跟进为理由,一边享受别国的“三零”政策的好处,一边拒绝自己实施“三零”政策。
马国川:这次疫情,无论是经济损失还是生命损失,各国付出的代价都非常惨重,教训非常惨痛。
文贯中:疫情得到控制之后,发达国家会加快重新整合。如果一些发展中大国仍然强调自己的发展中国家地位,出于捍卫主权的需要,要求继续保留较高的关税、壁垒和补贴,那么世界各国就可能要开始“归纳同类项”了。
马国川:您是说各国重新站队吗?
文贯中:是的,经济全球化将由目前的“一个世界”蜕变为“两个阵营,三个世界”的局面。具体来说,一个阵营将由成熟的市场经济体组成,实现包括信息要素在内的所有要素的自由流动。在“三零”原则的引导下,各国企业独自通过在市场上的自由竞争,找到自己在分工链上的位置,以此不断加深和延伸这条分工链;另一个阵营则以奉行混合经济、国家资本主义,或国家社会主义制度的国家组成。这一阵营因拒绝“三零”原则,又没有形成真正的市场机制,只能依靠国家出面,以 “一带一路”或经互会的之类形式推进国家层面上的分工合作。总之,世界将以接受“三零”原则与否划界,形成两个阵营。欠发达的中小国为了生存,被迫“选边站”,于是形成“两个阵营、三个世界”的格局。
马国川:这不就是冷战时代国际格局的翻版吗?这是否意味着中美完全“脱钩”?
文贯中:我想,不会简单重复冷战格局。冷战时代,苏联、中国跟西方几乎没有什么经济往来。现在中美两国经济都高度依赖对方,很难完全脱钩。中国经济已经形成比较完整的产业链,不但供货效率高,而且在价格上有极强的竞争性。美国经济则在世界总需求中占相当大的份额,又是高科技和高端产品的主要来源。所以,两国会在最有军民两用意义的、科技含量比较高的产品生产上开始互相切割,表现为美国在中国现存的工厂逐渐转移,并不再追加新的投资,以在战略上减少依赖对方。同时,在低附加值而又没有军民两用意义的的低层次产业上,双方会继续互通有无。即使这部分产业,美国没有比较优势,因而无法转移到美国本土,但会尽量分散到其他国家,例如东南亚和印度。欧日会跟进,全球产业分布会有新的调整,原则仍然是比较优势和规模报酬递增。所以,国际分工在两个阵营内部,以及两个阵营各自与欠发达国家之间仍会继续深化和延伸。
“这次大疫意味着,1990年以来的这一轮全球化无法再以现有的国际治理框架继续下去”,美国康州三一学院经济系荣休教授文贯中在接受专访时说,“疫情竟能迅速全球化,使主要经济大国都措手不及,遭受生命和财产的极大损失,说明疫情全球化对经济全球化,乃至地缘政治必定发生深刻影响。”
文贯中出生于上海,1983年负笈美国,获得芝加哥大学经济系博士学位后,长期在美国大学任教,并一直关注中国的改革和发展。
在文贯中看来,虽然这次公共卫生危机不会导致长期的“大萧条”,但是为全球化敲响了警钟,“如果不能突破制度性瓶颈,那么逆经济全球化的抬头无法抵挡。世界可能重新走上恶性全球化的道路。”
文贯中指出,全球化有“良性”和“恶性”之分。经济全球化的未来主要掌握在中美两国手中。假如两国不能积极协调,经济全球化将由目前的“一个世界”蜕变为“两个阵营,三个世界”的局面。
“现在全球化处于关键时刻,留给中国的时间窗口很有限了”,文贯中说,“中国应该抓住时间窗口,推进市场导向的改革,以阻止经济全球化发生蜕变和倒退,否则,中国百年未遇的发展机遇必然消失,1978年以来比较顺利的现代化进程将因此中断,乃至逆转。”
疫情不会必然导致1929年式的“大萧条”
马国川:作为一个关心中国经济的华人经济学家,您认为这次大疫对中国经济的影响有多大?
文贯中:中国以‘封省“和”封城“的手段,用了两个多月的时间便将疫情置于控制之下,但也付出了巨大的经济代价。第一季度中国产能供给不足,汽车、通信设备、电子、机械等多个行业减产明显,部分行业甚至一度停摆。这对欧、美、日三大块经济形成强烈冲击。随着这些发达国家相继陷入严重的疫情,中国出口企业的订单大量减少,进而影响其他配套企业。这说明中国也无法独善其身。
马国川:虽然中国以及东亚地区正在走出病毒阴影,但是欧洲和北美各国却步入疫情的高发阶段,使得世界经济前景非常暗淡。
文贯中:确实。现在许多发达国家进入紧急状态,以居家令的形式,要求非必要的生产和服务人员不要离家外出,以减缓病毒传播速度,导致经济几乎进入停摆状态。以美国为例,美国“三产”中服务业占比高达80%以上,受停摆影响最大的恰恰就是这一部门。以美国类推经济结构相似的欧洲和其他发达国家,便可知疫情对它们的经济打击会有多么严重。这些国家股市一泻千里,失业率不断攀升,很多城市一夜之间几乎沦为鬼城。
马国川:经济学家们纷纷预测这次大疫对于世界的影响,最悲观的预测是将导致1929年式的“大萧条”。您是否认同这种观点?
文贯中:我认为不会必然发生1929年式的“大萧条”,取决于人们的对策。现在和1929年的时代背景完全不同了。当时各国经济的基本面确实存在严峻问题,表现为严重的生产过剩和消费不足。现在发达国家民众普遍有较高的收入,有强大的消费能力。以美国为例,自己生产的东西无法满足民众的强大需求,不得不大量进口。这表明经济有强大动力,基本面没有大问题,经济停摆是由病毒引起,因而是一次公共卫生的危机。中国和东亚的事实证明,新冠状肺炎病毒并非所向无敌。采取正确的社交疏离,个人卫生措施,加上对高龄人群的特殊保护,是可以大大减低病毒的传播速度,减少生命的损失的。其中,东亚的南韩和日本在没有封省和封城,因而经济损失较小的情况下,疫情同样获得显著好转,令人宽慰,增强了社会和政治结构类似的其他国家的信心。
另外,人类拥有的克服危机的工具不一样了。加剧“大萧条”的一个原因是,面对经济下滑,各国反而紧缩银根,并竞相搞贸易保护主义,以邻为壑,导致全球化崩溃,各国迟迟走不出萧条。现在各国都已知道,越有经济危机,越要放松银根,因而纷纷推出货币和财政紧急刺激措施。
马国川:看来,您对世界经济的前景并不悲观?
文贯中:目前的疫情当然极为严峻。不过,目前欧美和中国的科学家都在夜以继日地研究疫苗,同时积极探索利用现有的药物减轻疫情。可以相信,肆虐于发达国家的病毒将逐步受到抑制,发达国家的制造业可望在今年下半年逐步恢复。令人更为担忧的,倒是不发达国家。如果它们集中爆发疫情,由于那里的公共卫生体系落后,人道后果会更加可怕。但是,那些地方对全球经济来说,毕竟只有较小的影响。
其实,对就业和民生来说,我更担心今后服务业的走向。上面提到,无论是产值还是就业,服务业在发达经济中已占压倒性的份额。全球经济结构和就业分布越来越向服务业倾斜,而服务业的分布则向城市,特别是大城市集中。这是因为服务业一般需要人群的聚集,才有气氛和情趣,也才有规模报酬递增。心有余悸的顾客今后如何克服人群聚集必然带来的病毒风险,使各国服务业尽速走上正轨,将是十分棘手的挑战。看来,除非病毒像萨斯那样奇迹般地自动消失,全球服务业的恢复将主要取决于人类何时找到疫苗。由于服务业创造了最大的就业,因而代表了总需求的最大部分。如果对服务的需求萎缩,就业将极大萎缩,从而影响到对制造业的需求。所以,不仅要关注制造业,更要关注服务业。
“经济全球化的两大动力”
马国川:假如没有全球化,这次危机不会如此迅速的蔓延到全世界。因此许多人都在思考,人类为什么要搞经济全球化?究竟有什么好处?
文贯中:自地理大发现以来的几百年里,两大动力推动着经济全球化的不断深入发展。一个是比较优势:即使在最发达和最不发达国家之间,也可基于比较优势,通过国际分工和贸易而互相获利。这是个门槛很低,各国都可以加入而大获其益的游戏;一个是规模报酬递增:如果生产要素和产品能在全球自由流动,即使小国也能借助国际分工,克服本国狭小市场,大规模地生产某些产品,通过自由销往全球市场,使自己和全球获得巨大的经济增益。
马国川:既然全球化有这么大的好处,各国都能够受益,为什么还会发生两次世界大战的惨剧呢?
文贯中:这是一个很好的问题。虽然全球化的两大动力既有经济学理论的依托,又是实践证明的真理,但是在经济全球化早期,人们并没有意识到,经济全球化要成为一个良性过程,必须有相应的全球性的制度安排。由于全球性制度的缺乏,经济全球化成为一个各国出于私利和无根据的信仰而相互竞争和博弈的过程。后来即使出现了一些全球性的制度安排,却存在严重的内在漏洞。
从十九世纪到二十世纪初,英国主导全球化将近百年,却不愿意带头废弃殖民主义,又没有能力抑制某些后发国家的崛起。这段时期之前和之中涌现出诸如重商主义、殖民主义、帝国主义、幼生工业论、中央计划经济等等思潮和制度。特别是20世纪上半叶,各国的恶性竞争导致了两次世界大战。
德国、日本借助国家主义的经济理论取得跳跃式的增长,同时采取军国主义或法西斯主义等极端方式 “弯道超车”,走上了对抗世界体系的道路。通过两次世界大战的血腥教训,人们意识到,全球化有良性的,也有恶性的。以美国为首的发达国家从政治、军事、经济、金融等诸多领域反省战前的政策和制度。
马国川:战后,殖民主义被废除,国际竞争规则发生了根本变化,一个国家不需要抢夺资源,同样可以富国富民。因此,所有的强国没有理由再因瓜分世界、争夺殖民地而开战。
文贯中:是的,二次大战后建立的国际体系对英帝国领导下的国际体系的最大修正,就是在世界范围内废除殖民主义,力图建立一个统一、自由、开放的市场经济体系,将各国从战场上的争夺转移到商场上的和平竞争。这样,国家再小,也能和最强、最大的国家一样,依赖自己的比较优势,通过国际分工和国际贸易,获得比闭关自守多得多的财富。因此,无论大国,小国,都不再需要追求更大的地理空间,或奉行排他的国家主义经济政策。基于这种新的国际秩序设想,美国和国际组织一起重新推动全球化。1947年成立的“关贸总协定”,目标就是要搞成今日的WTO,在全世界推进自由贸易。但是1949年冷战开始后,苏联带了一大帮社会主义国家“退群”,另外组织了“经互会”,形成两个阵营对峙,使全球化失去完整性。
马国川:柏林墙倒塌、苏东剧变以后,全球化的局部性被打破了。
文贯中:从此世界自由市场体系大大扩张了。两次世界大战的血腥,以及漫长的冷战带来的苦难深深教育了全人类,市场经济才是人类经济活动的正确方向。经互会的最大经验教训是,成员国都奉行计划经济,无法通过市场上的竞争自然确定自己的分工角色,只能由经互会中最强大的国家苏联予以指定。这就使很多成员国很不服气,形成的分工体系也是无效的,最后分崩离析。对比发达国家自由经济体系的成功和经互会的惨败,绝大部分国家认识到,基于开放和自由竞争之上的市场经济体制才能将经济全球化引向良性的道路。其他理论不是使人类退回闭关自守的蛮荒时代,就是再度以邻为壑,恶性竞争,迟早将人类再度引上恶性全球化的覆辙。
因而,从1990年代初开启的新一轮全球化,得以将关贸总协定升级为WTO,并把原来社会主义阵营里的很多国家都包括进来,2001年中国也正式入世,使全球化真正涵盖全球。
马国川:正是在这一轮前所未有的全球化高潮中,中国成为世界第二大经济体。
文贯中:假如没有全球化,假如没有入世,中国取得这样的成绩是不可想象的。
“经济全球化面临的更深层的问题”
马国川:有一个现象值得注意,就是加入经济全球化的程度越深,受病毒冲击的程度似乎也越重。东亚、欧洲和北美这些经济重镇无一例外先后成为疫情肆虐之地。因此有很多人担心,这次世界公共卫生危机会削弱全球化的动力,加速“逆全球化”的趋势。
文贯中:贸易战好容易告一段落,新冠状肺炎病毒又突然横空出世,使全球的经济和生命遭殃。疫情肆虐的程度与经济全球化的深度之间,确实有高度的正相关性。所以,疫情对全球化无疑敲响了警钟。如果不能突破制度性瓶颈,那么逆经济全球化的抬头无法抵挡。世界可能重新走上恶性全球化的道路。
马国川:虽然经济全球化的推进,使人类福祉不断提升。但是,经济全球化并不一帆风顺。
文贯中:在某种意义上,经济全球化就是一个不断克服关税、贸易壁垒和各国给予本国企业各种补贴这三大障碍的过程。也因此,WTO一直将零关税、零壁垒、零补贴(以下简称“三零”)作为经济全球化的终极目标,推动各国进行一轮又一轮的谈判,减少关税,壁垒和补贴。如果世界各国,特别是大国,能够和衷共济,接受这一终极目标,并采取有力的行动,带头向“三零”目标前进,各国经济就将真正融为一体,不但全球变得更加安全,而且全球福利也将因此得到极大的提升。
因为在“三零”政策之下,每个大国虽然仍然拥有巨大的国内市场,但这一市场所具有的规模报酬递增潜力不再为本国企业垄断,而是由各国企业共同分享。这就排除了这些国家以本国市场为手段,实施以邻为壑的重商主义,谋取霸权的机会。显然,这是一种最安全的经济全球化局面。如果真的实现这样的目标,经济全球化必定向良性发展,各个民族变得更加水乳交融,因而更加互相依赖。
马国川:遗憾的是,经济全球化的现状离“三零”的理想境界仍然很遥远。
文贯中:这一轮全球化的最大问题,在于残存的关税、壁垒和补贴,使各国之间,以及各国内部的阶层和地域之间,在分配经济全球化带来的巨大增益的时候,存在严重的扭曲。例如,美国东西海岸在全球化中受益很多,但是 “锈带”地区的民众利益受损,工作机会外流。这些不满的民众把特朗普推上了总统的位置。
再如,如果某些大国可以通过残存的各种关税和壁垒,排斥国外企业进入本国市场,并通过对本国具有规模报酬递增的企业重点补贴,让它们在保护之下扩大生产,降低平均成本,就可以到世界上用低价通吃各国的同类企业,实现“弯道超车”,后来居上。
马国川:这种利用全球化带来的各国开放各自市场的好处,却不愿开放自己市场的做法,必然损害其他国家的利益,引起其他大国的不满,甚至迫使它们争相模仿。

新冠肺炎病毒去年12月已经爆发,八个武汉医生对此及时发出警告。假如他们没有受到压制,政府和民众能更早地采取严格防控措施,就可能把传染病控制在萌芽状态。可是他们不但没有得到鼓励,反而受到惩戒。掩盖真相的结果,疫情控制被耽误整整二十多天,不但中国经济和生命受损,而且演变成全球性灾难。
马国川:钟南山团队发表的论文指出,如果干预措施比原来提前5天,病例数也会大大减少。
文贯中:可见,在经济全球化的时代,关于疫情的信息不能有半点耽误。希望惨痛的教训让各国认清,信息管理的国家主权和信息的全球后果之间存在着内在矛盾已经到了必须解决的时候了。这是经济全球化面临的又一个急迫解决的深层次问题。

文贯中:是的,经济全球化将由目前的“一个世界”蜕变为“两个阵营,三个世界”的局面。具体来说,一个阵营将由成熟的市场经济体组成,实现包括信息要素在内的所有要素的自由流动。在“三零”原则的引导下,各国企业独自通过在市场上的自由竞争,找到自己在分工链上的位置,以此不断加深和延伸这条分工链;另一个阵营则以奉行混合经济、国家资本主义,或国家社会主义制度的国家组成。这一阵营因拒绝“三零”原则,又没有形成真正的市场机制,只能依靠国家出面,以 “一带一路”或经互会的之类形式推进国家层面上的分工合作。总之,世界将以接受“三零”原则与否划界,形成两个阵营。欠发达的中小国为了生存,被迫“选边站”,于是形成“两个阵营、三个世界”的格局。
马国川:这不就是冷战时代国际格局的翻版吗?这是否意味着中美完全“脱钩”?
文贯中:我想,不会简单重复冷战格局。冷战时代,苏联、中国跟西方几乎没有什么经济往来。现在中美两国经济都高度依赖对方,很难完全脱钩。中国经济已经形成比较完整的产业链,不但供货效率高,而且在价格上有极强的竞争性。美国经济则在世界总需求中占相当大的份额,又是高科技和高端产品的主要来源。所以,两国会在最有军民两用意义的、科技含量比较高的产品生产上开始互相切割,表现为美国在中国现存的工厂逐渐转移,并不再追加新的投资,以在战略上减少依赖对方。同时,在低附加值而又没有军民两用意义的的低层次产业上,双方会继续互通有无。即使这部分产业,美国没有比较优势,因而无法转移到美国本土,但会尽量分散到其他国家,例如东南亚和印度。欧日会跟进,全球产业分布会有新的调整,原则仍然是比较优势和规模报酬递增。所以,国际分工在两个阵营内部,以及两个阵营各自与欠发达国家之间仍会继续深化和延伸。
不可逆!新冠疫情将永久改变西方社会

老年人(其中很多人接受了非自愿的视频会议速成训练)将减少呆在满是病原体的候诊室的时间。他们的子女(通常是女儿)可以加入视频会议,而不是接送父母往返医院。
• 更好的卫生状况。新冠疫情中的唱反调者总是指出,普通流感也会导致数千人死亡。确实如此。然而,在致死率高得多的COVID-19疫情时期,这不是一个反对封锁隔离的良好理由。相反,这是在正常时期减少流感死亡率(以及痛苦和工作日损失)的论据。
我们现在知道该怎么做:勤洗手;尽可能让传染者戴口罩并实施自我隔离;以及扩大流感疫苗的提供。

America Can’t Face China Alone
You can’t beat something with nothing. But America seems determined to try.
America’s attempt to integrate China into the global economy as a “responsible stakeholder” failed. China’s economy has become more statist, its political system more repressive, its foreign policy more bullying, its ambitions more outsized than they were 20 years ago. China did not challenge American leadership directly. It altered the character of international institutions from within.
The multilateral institutions that comprise the American-led liberal international order have been decaying for some time. Coronavirus has accelerated the deterioration. NATO, the United Nations, the European Union, the World Trade Organization, the World Health Organization — they are unresponsive, unaccountable, divided, demoralized, defunct. The world is a more dangerous place.
We are used to autocratic domination of the U.N. General Assembly and the secretariat’s various commissions. No one bats an eye when Russia or China vetoes a Security Council measure. Less publicized were the concessions made to China as part of the Paris Climate Accord. Or the fact that the World Trade Organization treats the world’s second-largest economy as a “developing” nation. But the way Dr. Tedros Adhanom Ghebreyesus, the director of the WHO, caviled and covered for Beijing as the coronavirus spread throughout the world is impossible to ignore. Drift, confusion, and chaos result.
There are three options. The first is to work within the system to revitalize the existing structures. The second is to build alternative institutions. The third option is to do nothing.
President Trump has tried a hybrid of options one and three. But with a twist. Where others might try a kind word or some quiet diplomacy to inspire reform and collaboration, he turns against the very institutions America created to force them to live up to their commitments. He browbeats NATO members into spending more on defense. He cheers for Brexit and supports the EU’s internal critics. He cripples the WTO’s arbitration mechanism and threatens to withdraw entirely. He suspends funding for the WHO.
It’s the “America First” foreign policy Trump promised. And the results have been mixed. NAFTA was replaced. NATO budgets are up (for now). Mexico agreed to have asylum-seekers wait on its side of the border while their claims are adjudicated. China signed a “Phase One” trade deal.
But there’s a cost. Allies may accede to your demands, but resentment builds. The foundations of the alliance weaken. Unpredictability inspires fear and caution. If sustained for too long, though, it conveys irresoluteness and fecklessness. Adversaries begin to probe. They buzz flights and collapse the oil price, resume shelling U.S. troops and harassing U.S. naval vessels, begin tailing container ships in the South China Sea.
The democracies look inward. NATO is silent, the EU split, America distracted and distressed. China exploited this strategic vacuum. It launched a global disinformation campaign falsely assigning responsibility for the pandemic to the United States. Its agents pushed scurrilous and panic-inducing messages to U.S. cellphones saying that President Trump was about to impose a national lockdown policed by the National Guard. Its diplomatic “Wolf Warriors“ enforce the party line whenever foreign governments challenge Beijing’s preferred narrative.
Chinese propaganda used to amplify achievements and repress criticism. Now it attacks directly overseas enemies of the state. The strategy, writes Laura Rosenberger in Foreign Affairs, “aims not so much to promote a particular idea as to sow doubt, dissension, and disarray — including among Americans — in order to undermine public confidence in information and prevent any common understanding of facts from taking hold.” It’s working.
China isn’t invincible. It is reaping the economic whirlwind of the coronavirus it hid from the world. None of its neighbors are thrilled about the growth of Chinese power. Its internal political situation may be unstable. But the speed with which it has used the pandemic for geopolitical advantage is extraordinary. Look at how it plays favorites with its distribution of pharmaceuticals and personal protective equipment, how it stepped into the breach with a new flow of cash for its friend Dr. Tedros. Confronting China’s rise requires “a common understanding of facts,” and partners with whom to share those facts in common. These days, America is lacking in both.
By all means, punish the World Health Organization for collaborating with China. But also be prepared to stand up another mechanism to do the good work its founders intended. Go ahead, demand allies live up to their commitments. But also recognize that partnerships of like-minded nations were critical to success in the First Cold War. This is the time to build new institutions that reflect the realities of a 21st century that pits liberal democracies against an authoritarian surveillance state. For every moment that passes without American leadership brings us closer to a world where the sun never sets on the five golden stars.

China’s National Blockchain Will Change the World
Professor Michael Sung is founder and chairman of CarbonBlue Innovations, a tech transfer platform for commercializing internationally sourced blockchain, fintech and digital finance innovation in developing countries. He is also co-director of the Fintech Research Center at the Fanhai International School of Finance at Fudan University.
This week, China will officially launch a major new blockchain initiative called the Blockchain-based Services Network (BSN). The BSN is a critical part of China’s national blockchain strategy that was announced by President Xi in late November 2019, but went largely under the radar as the simultaneous announcement of China’s digital RMB currency, called the DCEP, swept the world by storm. Only recently has the Western media recognized the significance of the BSN, which sees its mainland commercial launch April 25. The portal’s global commercial launch is scheduled for June 25.
Essentially, the BSN will be the backbone infrastructure technology for massive interconnectivity throughout the mainland, from city governments, to companies and individuals alike. The network will also form the backbone to the Digital Silk Road to provide interconnectivity to all of China’s trade partners around the globe. The BSN will be a new internet protocol to allow a more efficient way to share data, value and digital assets in a completely transparent and trusted way between anyone who wants to be a node on the network.
The main BSN founding consortia partners are the State Information Center (China’s top-level government policy and strategy think tank affiliated with the National Development and Reform Commission), China Mobile (China’s largest national telecom with over 900 million subscribers), China Unionpay (the world’s top payment and settlement provider with eight billion issued credit cards), and Red Date Technologies (the main blockchain architect for the BSN). China Mobile is focused on the IT infrastructure deployment and has been accelerating the rollout of 5G and cloud adoption on the mainland. The BSN has developed cloud management technology that will allow multiplexing compute on top of a flexible multi-cloud architecture in a very resource-efficient way. Cloud providers under BSN’s multi-cloud management services already include AWS, Microsoft Azure, Google Cloud, Baidu Cloud, China Unicom, China Telecom and China Mobile.
The BSN launch will allow companies to access ultra-low cost blockchain cloud computing services. Target pricing is less than $400 USD/year, which would allow any SME or individual access to the critical tools to participate in the digital economy and drive adoption and financial inclusion opportunities.
The scale of the BSN is breathtaking, with a hundred city nodes across China at launch and participation by all three major national telecoms and major framework providers on the mainland. The central government has developed a master top-down plan to connect all the major cities in the country, rolling out to 200 cities over the next year and rapidly to all 451 prefecture-level cities thereafter. As I write this article, the world’s largest scaled blockchain testnet is imminently preparing to launch. There are various blockchain-as-a-service applications being developed simultaneously, many of which are already being deployed by city governments to provide services for citizens across the mainland ranging from paying utility bills to registering company credentials. As example, the Hangzhou government has launched a blockchain pilot for unified digital identity, for faster authentication of individuals using government services.
The Chinese central government sees blockchain as the critical next-generation IT infrastructure to build future smart cities, connecting cryptographically secure databases linked by 5G to scalable cloud and data management infrastructure such that big data/AI analytics can efficiently run on top.
China simply can’t implement all of that at scale with a mashup of decentralized systems at the moment. Nor does it want to given the attendant security issues related to sensitive government information and citizen privacy. Thus, a permissioned blockchain ecosystem becomes the key infrastructure-of-infrastructures that allows the vertical integration of cloud computing, 5G communications, industrial IOT, AI and big data, with fintech and other application-level services overlayed on the stack.

While the BSN itself is a permissioned chain forked from Hyperledger Fabric, it will allow interoperability with public chains and other decentralized platforms (which will be fully implemented by July 2020). The protocol at launch will already be interoperable with major blockchain platforms and frameworks such as Hyperledger Fabric, Ethereum, EOS as well as most relevant mainland-based blockchain protocols for enterprise, including WeBank’s FISCO BCOS (the Financial Blockchain Shenzhen Consortium, with members such as WeBank, Tencent, Huawei and ZTE) and Baidu’s Xuperchain.
To be clear, the BSN is created to facilitate strong cryptographic security and privacy measures to protect the interests of anyone who will be operating with the protocol. This is analogous to the original TCP/IP internet protocol, which was originally developed by the U.S. Defense Advanced Research Project Agency for military purposes, but now adopted commercially and privately by the entire free world.
In a similar vein, anyone can now become a node and/or deploy a dapp on the BSN network and share data or conduct business in a completely trusted way. On the mainland, all city governments, state-owned enterprises, and IT framework operators are gearing up to adopt and/or interoperate with the protocol. Because of the scale of the deployment and adoption within China alone, upon launch the BSN ecosystem will instantly become the largest blockchain ecosystem in the world and will become a strong driving force of institutional and government adoption of blockchain around the globe.
The launch of the BSN comes at a critical point in the history of humanity. Modern civilization has never been in a more precarious position, where the beginning of 2020 has witnessed an unprecedented pandemic that is concurrent to the kickoff of perhaps the largest-scale financial crisis the world has ever seen.
This Great Lockdown comes as nations around the world are decoupling from each other, blatant disinformation has been weaponized and nationalism rears its ugly head in ways not seen since the beginning of World War II. One way to solve these systemic challenges is through technology that can enforce trust at all levels of society just as it begins to fray dangerously.
The BSN can facilitate increased global trade and bilateral economic activity to buffer against systemic shocks and great rifts that have been exacerbated by mistrust and differences in ideology. It can connect the world more synergistically together, while democratizing access to the critical tools that will allow more efficient cross-border trade, investment and international collaboration.
This is particularly relevant in a post-COVID-19 world where the ability to digitally conduct business online will be paramount in the new normal. The BSN will catalyze the globalized digital economies of the future through new modes of collaboration and cooperation that are core to the blockchain ethos.
